The UAE applies one of the strictest drug frameworks in the world to everyone inside its borders — visitors included — and “I didn’t know” is not a defence. This guide is what we wish every traveller read before boarding.

The one rule every tourist must know
There is no tourist exemption, no “personal use” grey zone, and no distinction between a joint and a gummy. What happens at the airport
UAE airports are among the most thoroughly screened in the world. Detection equipment picks up microscopic traces on bags, clothing and belongings — people have been detained over residue in a pocket or a bag’s lining, not just over actual products. Transit passengers are screened too: changing planes in Dubai does not place you “outside” UAE law.
The confiscation provision — read this carefully
The 2021 reform gave authorities the option to confiscate personal-use quantities from first-time visitors arriving at the border, without pressing charges. This made headlines worldwide as “Dubai relaxes drug laws.” It didn’t. The provision is:
- Discretionary — an officer may apply it, not must;
- Border-only — it applies to items found on arrival, not possession inside the country;
- First-time only — and proving you’re a first-timer is not your call to make.
Best case, you lose the items and get a stamp in a database. Worst case, your holiday ends at a police station. Packing anything controlled is betting your freedom on which officer you meet.
First offense: what the 2021 law changed
For a first-time personal-use offense inside the UAE, the court can impose a minimum of 3 months in prison or a fine of AED 20,000–100,000 — or, and this is the reform that matters, refer the person to a treatment and rehabilitation unit instead of punishment.
Two Changes Worth Knowing
Since 2021, UAE courts can send first-time users to treatment instead of jail, and deportation for personal-use cases is no longer automatic — judges now have discretion. The direction of UAE policy is clear: treat use as a health problem first. Voluntarily seeking help, before any arrest, puts you in the strongest legal and personal position possible.
None of this makes using or carrying drugs in the UAE “safe-ish.” Repeat offenses escalate quickly, dealing or smuggling starts at five years and rises to life, and a positive blood or urine test can be treated as use even if nothing is found on you.
Flying with prescription medication — legally
This is the trap that catches the most careful travellers: medications that are routine at home — certain painkillers, ADHD medication, anti-anxiety prescriptions, sleeping pills — are controlled in the UAE. Follow this checklist before you fly:

- Contact your embassy or consulate immediately. Consular staff can visit, explain the process, and share lists of local lawyers. They cannot get anyone released, but they make sure the process is followed.
- Get a licensed UAE criminal lawyer. Drug cases move through a specific system — local counsel is not optional, it’s essential. Do not rely on advice from forums or group chats.
- Do not sign anything you don’t understand. Ask for translation of every document before signing.
